This brief is the first research paper on sex trafficking at vocational schools in the United States, which a set of state authorizers and massage education experts believe to be a widespread problem in higher education. We explore a recent Minnesota case where a state authorizer ordered the closure of an institution due to an explicit suspicion of sex trafficking, and the subsequent processes that enabled that school to continue operations without losing Title IV eligibility. In this case, the regulatory triad functioned exactly as designed: an exemplary state authorizer identified areas of non-compliance, notified the accreditor and the U.S. Department of Education, and ordered the closure of the school. The majority of the 57 state agencies that responded to our outreach were unaware of the issue or claimed that it was not a problem in their state. We contend that many state authorizers of postsecondary education may be ill-equipped to address this issue – and unprepared to notice the red flags that may indicate that a school is engaged in behaviors connected to sex trafficking. State governments must take immediate steps to investigate the scale of trafficking in their states and to strengthen their regulatory framework to ensure that they only authorize schools – not sex trafficking operations. Moreover, the ease with which a school disciplined for suspected sex trafficking can continue to operate raises serious concerns about whether the triad can protect students from more mundane fraud, poor education quality, and insufficient earnings outcomes at for-profit institutions within their jurisdictions.

Just one year ago, the Minnesota Disaster Recovery Fund for coronavirus (MDRF) made its first grants to the community in response to the emerging threat of COVID-19.The effort came together quickly as people and organizations across the state navigated enormous uncertainty and unprecedented need. We had no way of knowing how long the pandemic would last - only that we must do something.The Minnesota Council on Foundations (MCF), in partnership with the Saint Paul & Minnesota Foundation, created the MDRF in March 2020. By August 2020, the fund had raised and distributed $11.6 million and supported 93 organizations throughout Minnesota.

Who we are and how we act inside the Foundation's walls must align with the change we expect of others in the outside world.At McKnight, we are indeed backing up our aspirational words with action. This report lifts up some examples of shifts we've made at the Foundation to tilt toward equity in the three years since the board approved the DEI statement.

This study used two approaches to examine YouthLink as an example of a drop-in and case management model for working with youth experiencing homelessness. These approaches investigated the same group of 1,229 unaccompanied youth, ages 16 to 24 and overwhelmingly Black, who voluntarily visited or received services from YouthLink in 2011. Both approaches looked at the same metrics of success over the same time period, 2011 to 2016. One approach—Study Aim 1—examined the drop-in and case management model overall, asking whether YouthLink's service model resulted in better outcomes. It compared a YouthLink cohort with a group of highly similar youth who did not visit YouthLink but may have received similar services elsewhere. A second approach—Study Aim 2—investigated within the YouthLink cohort the ways in which YouthLink's drop-in and case-management approach worked toward achieving the desired outcomes.
