This document outlines a long-range vision of transportation operations for the DVRPC region. It presents transportation operations goals, objectives, and operational strategies to achieve them. An operations vision establishes a plan of where ITS infrastructure, emergency service patrols, and incident management task forces, should be deployed in the region. A series of plans and programs are identified to accomplish the regional goals and vision. Lastly, a financial analysis was conducted to estimate the costs to construct, operate, and maintain these projects.

Green building is the design, construction, management, and operation of buildings in a way that minimizes negative impacts on the environment. This brochure discusses the benefits of green buildings, and demonstrates how green buildings are an important part of municipal efforts to promote sustainability and reduce greenhouse gasses. The brochure includes information about strategies for building green, green building guideline and certification programs, and promoting green building at the local level. Information about planning for green buildings using incentives, ordinances, and building codes is provided, along with examples of green building programs in the Delaware Valley.

In 2001, DVRPC published the . . and Justice for All report to identify impacts of disparate funding and services on defined low-income and minority groups. A methodology was created, refined in subsequent years, to identify populations that may be adversely affected by transportation planning decisions. This report is an annual update of that initial report and catalogues DVRPC's fiscal year 2008 programs and plans that contain Environmental Justice (EJ) elements. Descriptions for each project or program that utilize DVRPC's EJ methodology are discussed, including a TIP analysis and corridor studies. Additional Title VI and Public Outreach efforts are incorporated into this report, as are forthcoming procedures for EJ and Title VI.

Safe Routes to School (SRTS) is a program that encourages and enables children to safely walk or bicycle to school. SRTS promotes a healthy and active lifestyle while reducing traffic, pollution, and fuel consumption, and improving safety in the vicinity of schools. This brochure demonstrates how to prepare an SRTS Action Plan using the 4 "E" Strategies: Education, Encouragement, Engineering, and Enforcement. SRTS Action Plans support improved routes to school and are should be included in applications for SRTS funding. The brochure describes regional and state resources related to SRTS, and includes examples of local projects.

Because data on bicycling is needed to help guide transportation policy and capital investment, and to evaluate their effects on bicycle usage, the Delaware Valley Regional Planning Commission conducted its first-ever metropolitan bicycle travel survey, the most comprehensive look at bicycling ever conducted in the region and possibly the largest of its kind ever conducted in North America. The goals of the survey were to generate data on the characteristics of adult bicyclists and bicycle trips, and to ascertain bicyclists' travel behavior, attitudes and desires. This report describes the survey design and procedures; and presents the principal findings of an analysis of the data collected during the survey. Conducted in the autumn of 2005, the survey collected trip data through roadside interviews of bicyclists intercepted at pre-selected sites; and user data through the distribution of mail-back questionnaires to intercepted bicyclists, attachment to parked bicycles, and through leaders of club rides. Trip characteristics recorded included length; duration and purpose; use of multiple modes; helmet use and riding behavior; and gender of rider. User characteristics included age, race gender, and socioeconomic status; bicycle ownership; estimated monthly usage by purpose and in combination with transit; safety habits and attitudes; and facility and policy preferences. Unique to this survey, data was collected on bicyclist crash experience during the previous 12 months. Responses are tabulated for the entire sample and by travel analysis "area type" in which the bicyclists were intercepted.

The overall goal of this project is to foster communication, coordination and consistency between the goals and policies of the regional land use and transportation plans and economic development strategies among economic development and planning agency staff in southeastern Pennsylvania and southern New Jersey. (Bucks, Chester, Delaware, Montgomery, Philadelphia, Berks, Mercer, Camden, Burlington and Gloucester counties). The counties and municipalities of southeastern Pennsylvania and southern New Jersey have prepared comprehensive plans and adopted zoning ordinances to guide land use and development in their communities, including the need for expanded or improved sewer and water facilities and multi-modal transportation projects and services. Countywide economic development plans and action strategies have also been developed by various agencies, reflecting goals and policies to attract jobs and generate tax base growth, building upon current educational levels, worker skills and physical assets. A key context for this study is the requirement in the new Surface Transportation Act (SAFETEA-LU) calling for strengthened linkages between metropolitan planning organization land use and transportation plans and local economic development planning. The study includes an assessment of the context, participants and essential information for economic decision-making in the region. It informs planners about the organizations and structural relationships in place in the region where economic development planning occurs, and where that planning already interfaces with land use and transportation planning activities and programs. It also provides information about the economic development professionals in the region and their land use and transportation priorities. Priorities which have been incorporated into a set of key transportation investments and economic development and infrastructure projects that would help the region be a competitive player in the national and global marketplace in coming years. A key approach to help guide this assessment and the overall study was the establishment of a Land Use, Transportation and Economic Development (LUTED) data analysis, information-sharing and policy coordination forum and process. A process that supports a more integrated decision-making and information-sharing approach could serve as a coordinated planning template for pertinent state and local agencies in response to proposed economic development projects. LUTED will be an ongoing, outcome based effort in aligning DVPRC's planning and implementation activities and it will guide the region's investment strategy to achieve the vision and goals set forth by Connections 2035.

This report is a guide for municipalities and counties in the Delaware Valley region to assist them in understanding and implementing zoning to promote smart growth. Smart growth is an approach to development that discourages sprawl, while encouraging revitalization of urban areas, infill, mixed-use, and land conservation, while promoting environments focused on pedestrian and transit accessibility. The report provides background on existing zoning methodology and smart growth innovations, including an extensive review of unified development codes, form-based codes, and the model SmartCode.

Food system planning is the integration of food system issues into policies, plans, and programming at all levels of government. It has recently become a recognized expertise within the planning profession. This MIT brochure provides local government with the tools and resources to conduct local food system planning. Five common activities to food system planning include: a) inform decision-making by compiling data; b) encourage sustainable food production through plans, policies, and programming; c) improve healthy food access through zoning, education, and incentives for retail operators; d) support a local or regional food economy; and e) reduce or reuse food waste. Innovative examples of municipalities from Greater Philadelphia and throughout the country are identified.

Transportation security planning is essential for the Delaware Valley to prevent, prepare for, expedite response to, and aid in the recovery from major events. The all-hazards approach prepares for any of a range of major natural or manmade events. This report provides an overview of transportation security planning in the region to facilitate communication and coordination across disciplines. It is relevant for a wide range of professionals in transportation security, operations, and planning; emergency management; emergency response; land use planning and development, and other fields at a variety of geographic levels. This report focuses on how different disciplines can better cooperate, and on the role of DVRPC in this field. Appendices include a summary of grants available and reference list.

This publication is an objective study of Greater Philadelphia's food system and focuses on the agricultural resources, distribution infrastructure, regional economy, and stakeholders acting within the regional food system. The study addresses a number of challenges and opportunities facing the food system, including: land constraints and development pressures, contradicting health effects of malnutrition and obesity, food access in urban and rural areas, food distribution, and economic development.
